Indonesia satu-satunya negara di Asia tenggara bahkan di Asia, yang belum meratifikasi Framework Convention on Tobacco Control (FCTC) nya WHO. FCTC ini merupakan konvensi internasional pertama tentang pengendalian tembakau, di launching taun 2005, dan sekarang sudah 168 negara ikut meratifikasi FCTC ini, bahkan Timor Leste negara muda di Asia pun udah meratifikasi.
